Update: 25 April 2023 - WODC Uplands Planning Committee refused the application at its meeting. The decision is attached below. We are waiting to see if Spitfire appeal the decision; they could also resubmit an amended application.
Update: 13 April 2023 - Freeland Parish Council has submitted the comments below to Witney Town Charity along with the comments that were submitted to WODC concerning the application. The application is due to be heard at the Upland Planning Committee on Tuesday the 25th of April. Link to the agenda is here: Agenda details on public web site
The inspector has recommended the application for REFUSAL but ultimately this decision will be up to the Upland Planning Committee. we will provide the next update after this meeting had taken place.
Update: 15 March 2023 - Freeland Parish Council has submitted the comments below to WODC concerning the application. The WODC planning team will now be examining all submissions, including all comments from village residents. At some point in coming weeks and months, the planning team will either approve or refuse the application outright, or they will produce a report for the Upland Planning Committee making a recommendation to approve or refuse. It is more likely the latter will happen - that the application will be taken to committee, because it is a large controversial application. The agenda for the 3 April Upland Planning Committee meeting has been published and this application is not on it. The next meeting is due on 25 April, with dates after that yet to be announced, but likely after the local elections on 18 May.
